African Petroleum and the government of Cote d?Ivoire recently agreed to amend the Production Sharing Contracts (PSC) covering blocks CI-509 and CI-513. The amendments allow 1-year extensions to the initial exploration periods for both blocks at the expense of the duration of future exploration periods. The company now has until December 2015 and March 2016 to drill the first commitment wells in CI-513 and CI-509 respectively. Extra time is now available to secure a 6th generation rig to carry out the drilling program, to optimize the well locations using recently processed 3D seismic data and to seek farmout partners in an effort to limit financial exposure. Current equity holders include the operator African Petroleum (90%) and state-owned Petroci (10%). More Offshore Projects

Operations were halted Tuesday morning on the ENSCO 8506 (UDW semisub) when the rig began taking on water into a ballast tank after being hit by a large wave in heavy seas in the Gulf of Mexico. A report issued by the US Coast Guard says the capacity of the rig's ballast pumps onboard are able to keep up with the ingress of water in the column ballast tank. The rig is maintaining an even keel and remains in a stable position without resorting to using the emergency pumps, or performing an emergency disconnect from the riser. Anadarko has the rig under contract through July 2015 and is currently using it to drill their Deep Nansen well on East Breaks 645. All rig operations have been suspended and preparations are being made for normal disconnect procedures if necessary to make repairs.

Ensco has placed an order for two LeTourneau Super116E jackups with Lamprell with an option to order two additional units within six months. These high-spec units, ENSCO 140 and ENSCO 141 will feature Ensco's patented Canti-Leverage AdvantageSM technology, drilling and well control equipment from NOV and be rated to work in water depths up to 340' with a rated drilling depth of 30,000'. While initially outfitted to work in water depths of 340', each rig can be upgraded to a rated water depth of 400'. Delivery of both units is scheduled for mid-2016 and while suitable for most markets worldwide, they will be marketed primarily in the Middle East. Total construction cost including commissioning, systems integration testing and project management is estimated at $215 million per rig. Neither rig has a firm contract.
